A federal judge in Massachusetts has blocked the Trump administration from unilaterally “dismantling” the U.S. Department of Education (DOE) without the approval of Congress through a series of mass firings and program transfers, which the court said exceeded the authority of the executive branch.

U.S. District Judge Myong Joun on Thursday issued a preliminary injunction enjoining the administration from carrying out a planned “reduction-in-force” (RIF) and ordered the reinstatement of all DOE employees terminated since President Donald Trump’s inauguration. The judge also prohibited the government from transferring the management of federal student loans and special education functions to other executive agencies.
