U.S. District Judge Allison D. Burroughs on Thursday granted Harvard’s emergency request for a temporary restraining order, blocking enforcement of a May 22 notice from the Department of Homeland Security that revoked Harvard’s certification under the Student and Exchange Visitor Program, court records say.
