ATLANTA — The city has agreed to pay a nearly $300,000 penalty after repeated sewage spills from a treatment plant into the Chattahoochee River.

Flanked by heavy industry and waterfowl, there is a stretch of the Chattahoochee just downstream from the Atlanta RM Clayton water and sewage treatment plant.

"We've seen otter and all kinds of cool turtles and everything else out there," said Joey Jarrell, who used to dip a kayak occasionally into that portion of the river near his northwest Atlanta home.

"We haven’t done that in some time," Jarrell said. "Just being cautious of water quality issues, for sure, coming out the plant."

His caution is well-documented by the state. The state environmental protection division revealed that the city has agreed to pay the state $290,817.33 for water
