Andrew Cuomo is the heavy favorite to be elected New York City’s next mayor. But the primary, with less than one month to go, is not quite over yet.
The former governor, who resigned in disgrace in 2021, led the Democratic field with 35 percent of first-place votes, according to the latest Emerson poll.
