The U.S. Department of Defense (DOD) recently issued a memorandum that implements Executive Order 14222, which, among numerous actions, employs the Department of Government Efficiency's "cost efficiency initiative" regarding federal spending on contracts, grants and loans.

With limited, enumerated exclusions, the DOD memorandum requires DOD personnel to demonstrate why information technology (IT) consulting and management services and advisory and assistance services cannot be performed with the DOD's in-house capabilities prior to awarding new contracts and/or task orders.
