President Donald Trump and his trade team don’t plan to change course on tariffs, but what happens next with the president’s central trade policies remains uncertain as multiple U.S. courts consider legal challenges to the president’s authority.

On Monday, the administration appealed a second federal court ruling, seeking a temporary stay as negotiations continue with foreign countries.

“By holding the tariffs invalid, the district court’s ruling usurps the President’s authority and threatens to disrupt sensitive, ongoing negotiations with virtually every trading partner by undercutting the premise of those negotiations – that the tariffs are a credible threat,” government attorneys wrote in the latest filing.
