Richmond City Council has given a private school in the East End the green light to erect a new school building.
The Anna Julia Cooper School in Church Hill plans to build a $12 million structure across the street from its middle school. City council approved a special use permit for the project Monday night.
Designed for low-income families, Anna Julia Cooper teaches about 200 children from kindergarten through eighth grade and charges no tuition. Its revenue comes from charitable donations.
In 2011, the school moved to a former day care building on North 29th Street, across from Creighton Court and owned by the Richmond Redevelopment & Housing Authority. In 2021, Anna Julia Cooper opened a new middle school building across the street from its elementary school location.
