SAINT PAUL, Minn. — For the second year in a row, it appears unlikely that the state legislature will be able to pass a bonding bill in 2025 to fund infrastructure projects across the state.
Since the bonding bill involves borrowed money, lawmakers work on that package separately from the regular two-year budget process, which will require a special session this month to finish.
Historically, the legislature has approved bonding bills in even years and budgets in odd years, but in 2024, the bonding bill fell apart at the end of the session due to a political dispute. Unlike a budget bill, the bonding bill requires a supermajority of support in the House and Senate to pass.
This session, Gov. Walz proposed a roughly $800 million bonding bill to fund a long list of projects such as
