ST. JOHNS COUNTY, Fla. — A surge in electric bike crashes in St. Johns County is prompting local leaders to consider new safety rules that could change how, where and who uses e-bikes.

The proposed ordinance, discussed during Tuesday’s St. Johns Board of County Commissioners meeting, aims to increase public safety—particularly for young riders—as e-bikes become more popular among teens and commuters.

If passed, the ordinance would introduce several new regulations, including:

Minimum age restrictions: Riders under 14 would be prohibited from using e-bikes capable of speeds over 28 mph

Helmet requirement: Anyone under 18 would be required to wear a helmet, regardless of the bike’s speed

Safety equipment: E-bikes ridden on roadways would need both front and rear lights, as well as turn
