WARREN, Ohio (WKBN) - A Warren man accused of having internet-based child sex abuse materials had his first appearance in Trumbull County Common Pleas Court. Philip Stouffer entered a not guilty plea to a seven-count indictment, which includes charges of pandering sexually oriented matter involving a minor and illegal use of a minor in nudity oriented material or performance. His bond was set at $25,000. According to a Warren police report, officers were given a cybertip about Stouffer, and the charges stem from an incident in early November of last year.
