The Woodstock Town Council on Tuesday formally adopted its new five-year Capital Improvement Plan, marking the end of Phase One of the town’s bicycle and pedestrian trail project and clearing the way for reallocated funding toward other infrastructure priorities.
"We certainly appreciate all of staff's work on that," council member Michael Funkhouser said before the vote. "We had a lot of discussion. A lot of good discussion."
Little more was said before the council unanimously approved the plan.
The vote finalizes decisions made at the committee level last month to re-allocate $900,000 previously set aside for the trail’s first phase to capital reserves. Originally pitched as a modest, grant-funded initiative to connect W.O. Riley Park and Fairview Park, the segment’s cost projections
