MONROE COUNTY, Tenn. (WATE) — The Tennessee Bureau of Investigation has concluded its investigation into the death of a man after he was placed in a restraint chair while in Monroe County custody in February.

According to a report by the Knox County Regional Forensic Center, Elijah Lester Isbill, 74, died from a heart arrhythmia because of underlying hypertensive and atherosclerotic cardiovascular disease. Among other details, the report states that Isbill had fractured ribs consistent with resuscitative intervention, but he did not have any life-threatening injuries.
