ASTORIA, Ore. — A driver accused of killing a woman in a hit-and-run crash in Astoria on Sunday morning got behind the wheel with a blood-alcohol content more than four times the state’s legal limit, police say.
Mike Smith, 50, is accused of second-degree manslaughter, driving under the influence, reckless driving, reckless endangering and hit-and-run charges.
Police say Smith was driving a minivan when he struck Patricia Harrison, 77, of Astoria, at the intersection of 16th and Irving Street on Sunday morning.
Harrison was pronounced dead at the scene.
