Chelsea Police Chief Keith Houghton yesterday asked a Suffolk Superior Court judge to overturn a decision by a Chelsea District Court judge ordering him to issue a license to carry to a man the chief thinks doesn't deserve one because of an arrest on a fentanyl-trafficking charge in 2019.
"These errors are so substantial and material that failure to correct them will result in manifest injustice to the Plaintiff and pose a substantial threat to public safety," a city attorney wrote in the request for "certiorari" or judicial review.
