A Jefferson County grand jury has indicted a Brilliant, Ohio man on a felony retaliation charge after he allegedly attempted to orchestrate the murder of a victim and multiple witnesses connected to a 2024 criminal case.

According to reporting by the Herald-Star, 55-year-old Lloyd Allen Moore, of Steuben St., was already facing charges of felonious assault and witness intimidation in connection to an incident involving a neighbor.

The initial case stemmed from an altercation where Moore allegedly violated a protection order.
