BRAINERD — A construction project at St. Francis of the Lakes Catholic Church is slowly inching forward, but not all city officials are on board.

The Brainerd City Council gave unanimous approval on Monday, June 2, for the first reading of an ordinance that would rezone land at the school and church to make way for future expansion, though there are still steps before final approval.

The item before the council Monday was a rezoning of 14 parcels in the Traditional Neighborhood 1 district into three parcels zoned public/semi-public.
