RICHMOND, Va. (WWBT) - Most people see dusty floors, chipped paint and vacant rooms, but for Richmond Animal Care and Control Director Christie Chipps-Peters, she sees a dream come true.

“We hope to have cat condos that will be glass or plexiglass so they can see through that will line this wall so the cats can see out and the people can see the cats from the outside when they walk down the street,” she said.

Last November, Richmond City Council approved funding for the $2 million purchase of the building on West Cary Street.

“It is such a beautiful space, and I think you wouldn’t anticipate that from the outside. And so, once you step in, it has such beautiful light and the ceilings are high,” she said.

The 10,000 square-foot space was formerly an art studio and a boat and Jeep dealer
