In a show of dissent against a politically powerful and popular city leader , three members of the Houston City Council voted against Mayor John Whitmire's $7 billion budget on Wednesday.

Their concerns ranged from the gap of more than $100 million between projected revenue and expenses to the significant departmental budget cuts — including more than $4 million from parks, nearly $2 million from libraries, more than $7 million from neighborhoods, about $700,000 from housing and more than $2 million from health.

The budget was supported by the other council members in a 14-3 vote.

"My resistance to supporting the budget really lies between the workforce reduction and the financial cuts to the departments," council member Tiffany Thomas said.
