A Texas company is pressing ahead with plans to open a facility in Vancouver for displaced foster youth and victims of human trafficking even though state Child Protective Services officials say the agency won’t place children there.
Haven Treatment Center is a for-profit business operated by Barilla Consulting, which is connected to more than a dozen other defunct businesses. Founder Margie Barilla said the Vancouver facility will house youth while offering mental health treatment services. Haven Treatment Center will have armed guards, she added.
Haven Treatment Center, 2805 E. 19th St., had a ribbon-cutting ceremony in March. Greater Vancouver Chamber posted a video on its Facebook page, showing a playground, gym and bunk beds with white sheets and stuffed animals.
