WASHINGTON — President Trump declared Medicare off-limits several months ago, but Republicans are now considering ways to reduce spending in the program to help pay for tax cuts.

The One Big Beautiful Bill that the House passed mostly avoids the Medicare program, though it does make some changes around the edges. For instance, the bill would make some lawfully present immigrants ineligible for Medicare, increase Medicare pay rates for doctors , and fund the development of artificial intelligence to identify and recoup Medicare improper payments.

Separately, the increase to the deficit in the bill could trigger more than $500 billion in Medicare cuts, though lawmakers can vote to avoid those cuts.
