“The Phoenician Scheme” is a good film, but it should be a great one. All the trademark Wes Anderson elements are present, and the performances capture his clipped, rapid-fire, affected dialogue accurately; however, a coldness has crept into his feature-length narratives, making it hard to overcome. The artful production design form dominates, which leaves substance —the emotionally connective tissue —suffering.
