POUGHKEEPSIE – Thirty-seven-year-old Sebastian Niec, the emotionally-disturbed man who was shot by Town of Poughkeepsie police on Thursday after he had attacked family members and crisis workers with a sword, was considered a security threat by Dutchess County officials.

Niec, who lived with his parents, both of whom are in their 70s, had a history of mental health issues and, in a manifesto Niec presented to the Dutchess County Legislature last year, said he was unable to purchase a firearm.
