The City of Vancouver is suing an Ontario businessman for $252,000, the amount it paid his company to have interactive lights repaired on a public artwork that had been installed during the 2010 Olympic Games.

More than 11 years after Roger Pennell bid to restore the malfunctioning artwork, the city in 2023 demanded the artwork’s return and found none of the work had been done, according to the lawsuit filed in B.C. Supreme Court.

From 2012 to 2022, Pennell, who ran the now-defunct Pennell Lighting Solutions in Barrie, Ont., repeatedly assured the city the work was progressing and would soon be finished. He blamed delays over the years on family medical issues and difficulties because of the COVID pandemic, the lawsuit said.
