AUSTIN, Texas — Sixteen years ago, Scott Parker moved to the Western Trails neighborhood because he loved the diversity and its proximity to a park and grocery store. But for the past decade, he said things have taken a turn.
"This neighborhood has been under siege, and it's gotten worse with each passing year," Parker said.
The neighborhood has a school, Joslin Elementary , which is located next to Sunrise Homeless Navigation Center , a facility that provides homeless services. While Parker acknowledges that the center is meant to help people, he believes it's become a magnet for people who are deep into substance abuse.
"School children are exposed to public nudity, defecation, fornication, violence, on almost a daily basis," Parker said.
