For years, San Francisco has had a near cottage industry in creating new teams and departments for confronting homelessness, addiction and the mental health crisis on the city’s streets. Workers from HSH, HSOC, HEART, HOT, BEST, POET, SM, OCC-SCRT, and others have been dispatched to help those in need on San Francisco’s streets.
