CEDAR PARK, Texas — First came sexual abuse allegations by a woman a Cedar Park police officer met on the job. Then came the outcry from another alleged victim. There were even concerns by those who worked alongside him.

“All of it could have been prevented,” said one of the women who told authorities the officer sexually assaulted her.

The allegations raise a key question: Why did the Cedar Park Police Department keep Officer Keco Motton on the street, despite repeated warnings?
