He was born on December 31, 1955, in Denver, Colorado, to Phyllis and Donald Scarbeary. He married Valenda Proctor on April 26, 1975. They settled in Salida, Colorado, and welcomed 3 children: Jacqueline Wilson, Abigail Mumedy, and Eli Scarbeary. In 1998, they moved their family to Heber City, Utah.

Bob was a man of faith and was baptized as one of Jehovah’s Witnesses on December 12, 1970, at the age of 16. He loved people and found great joy in helping others.
