When the first officer arrived, family members handed him the child, who was unconscious, limp, and not breathing, police said.
The officer began life-saving measures, including turning the child over and giving him firm back blows.
After a short time, the toddler began to vomit water, and gasped for air. He soon regained consciousness and began to cry.
The child was taken to the hospital, and has since made a full recovery.
