California Assembly Republican Leader James Gallagher is pushing for a two-state solution in response to Gov. Gavin Newsom’s push for mid-decade redistricting.

Gallagher held a press conference on Wednesday to reveal his two-state solution for California, splitting the state between the coastal and inland regions.

The big picture: The proposal is officially called Assembly Joint Resolution 23 and was introduced to the Legislature on Tuesday. • Asm. Alexandra Macedo (R–Tulare) was one of the coauthors of the resolution. • While the resolution itself does not carry the power to actually split California into two, it would express the consent of the Legislature for the move and urge Congress to accept and embrace that consent.
