SIOUX FALLS, S.D. (KELO) -- Beginning next year, nonprofit organizations will no longer have guaranteed funding. Previously, the organizations had subsidy agreements with the city, but now they will have to apply through a Request for Proposals, or RFP, process.

"Previously, these subsidy agreements were essentially embedded into the budget and directed to organizations," said Shawn Pritchett, director of finance for the City of Sioux Falls. "And we are now transitioning into an RFP process that creates a consistent and equal opportunity for any organization to compete."

In a press release, the city emphasized three points of interest when it comes to choosing what they fund. The first is supporting at-risk populations.
