PORTLAND, Ore. (KOIN) — Columbia County has outlined rules for a commissioner who “retaliated or attempted to retaliate against” a fellow employee.

On Tuesday, the Columbia County Board of Commissioners' Office revealed that independent investigators determined that Commissioner Casey Garrett had violated the workplace bullying policy. In response, officials have issued a “letter of expectations.”

While the redacted letter does not reveal which staff member — or members— were affected by Garrett’s actions, the document states that he can no longer communicate with them outside of board meetings or if it isn’t related to county operations.
