PORTLAND, Ore. — The head of Portland's largest business association sharply criticized county leadership this week after a man was stabbed during a scuffle across the street from the Multnomah County Central Library, the latest in a series of violent incidents in that area of downtown.

Police later arrested three people at Holladay Park. Ja'Riyah Williams, 21; Anthony Nicholas, 18; and Daviana Anderson, 18, were all arraigned Tuesday on charges for assault and unlawful use of a weapon.

In a probable cause affidavit filed in court, police compiled statements from the 44-year-old victim, a library security guard and a member of the Transit Police Division who'd been monitoring TriMet's live cameras.

The victim told police that he and his partner were walking out of the Central Library
