I swear I don’t know who to blame, and there is enough to go around, so I guess everyone gets a share. The Mayor, Wyoming Valley Sanitary Authority (WVSA), American Water, and the citizens all participate in the problem.

However, all but the citizens are responsible for the repairs. There are taxes collected at every level to solve the issue. The utility companies ask for and are granted increases to do the repairs. Yet from one year to the next, the problem gets bigger.

The utilities say they need money to maintain the pipes, so they come and tear up the street and say they have done repairs and updates. They leave, and the dig is just another hole to get you into the repair shop with worn broken auto issues.
