Washington — With President Donald Trump dismantling key federal emissions restrictions on the U.S. auto industry, environmental attorneys are exploring legal avenues for states to fill the regulatory void.

"If a law hasn’t been formally repealed but can be violated with complete impunity, is it still in effect?" wrote Dan Farber, an environmental and constitutional law professor at the University of California, Berkeley, in a recent blog post.
