The St. Louis Civil Service Commission promises to include a variety of off ces and employees in its investigation of the personnel department — except for the head of that off ce.

Commission chair Vincent C. Flewellen said the acting personnel director, John Unnerstall, has no role in examining why his department approved the reinstatement of former Comptroller Darlene Green to a Civil Service job that she had not held for 30 years — and then issued almost $13,000 in checks in her name. The investigation was launched about two weeks ago.

In a recent interview, Flewellen said Unnerstall "is not involved in any leadership or organizing role in this investigation, nor is any member of the off ce of personnel."
