SAVANNAH, Ga. (WSAV) — 78-year-old Frank Douse Jr. has lived in his apartment for a few years, but this summer he saw a huge spike in his monthly power bill, reaching more than $1,000.

Douse said his property managers at The Woodland Apartments installed a faulty air conditioning unit in April. That is when he began to notice it would constantly run.

"I gave it a month to see if it was going to work the way it should, but it never did," Douse said. "It ran 24/7 all day, all night."

Douse's power bill then began to rise. In May of 2025, his monthly payment was $755, when in May of 2024 it was only $60. Douse said this came as a shock and looked for help through his property management but was met with more questions.

"I don't know what to do, like I said, they wouldn't reason with me,"
