HORACE, N.D. — Another chapter in the battle over special assessments was written in Horace on Thursday night, Aug. 28.
One homeowner said his individual cost is topping $100,000 to pay for public improvements such as new roads, sidewalks and ponds.
The Horace Special Assessment Commission listened as frustrated homeowners fought the ballooning bills and developers made their case, with all parties hoping for a city solution.
Thursday marked day two of assessment hearings in Horace after Wednesday night's meeting . Because of the high volume of letters and objections that commissioners were not aware of beforehand, the last two days have been a learning experience for everyone.
