Tempe police were investigating a "safety issue" that occurred right before a City Council meeting where leaders were expected to rethink their approval of a contentious ordinance, according to city officials .

Police were alerted to the threat after about 50 people filed into the council chambers for the public meeting at 6 p.m. Aug. 28. The council held a private meeting at 4 p.m. and a public meeting at 5:30 p.m. with its housing authority.
