MADISONVILLE, Tenn — A Monroe County woman is vowing to get justice after authorities kept her 74-year-old father restrained more than nine hours in a chair at the county's justice center, mostly while wearing a hood, until he fell unresponsive and died.
What happened over the course of the afternoon and evening of Feb. 6, 2025, inside the Monroe County Justice Center should never happen again to anyone, said Windy Duncan, daughter of Lester Isbill, a retired pastor in declining health.
"It's bad enough that he died. But the way he died," Duncan said Tuesday outside the Justice Center. "And he didn't get any help and he screamed the whole time."
