A Lancaster County man who allegedly assaulted a woman and then used a 1-year-old infant as a human shield to avoid arrest has waived his preliminary hearing and is headed to county court, police and court documents say.

Mupisi Mizowa, 43, of New Holland, waived his preliminary hearing on Friday, Aug. 15 before Judge Jonathan Heisse in connection with an incident on Saturday, Aug. 3 at his East Jackson Street residence in New Holland Borough.

Mizowa is accused of striking the woman twice in the head and dragging her by the arm while yelling inside the home shortly before midnight. Another juvenile inside the residence called 911, according to New Holland Borough Police.

When officers arrived, Mizowa — described as heavily intoxicated — allegedly picked up a 1-year-old girl, shook her, and used her as a human shield while refusing multiple police commands to put her down. Officers were ultimately forced to restrain him to protect the child, according to the criminal complaint.

Charges and Bail

Mizowa is charged with:

  • Felony Endangering the Welfare of Children.
  • Misdemeanor Simple Assault.
  • Summary Harassment.

His bail was set at $500,000 by the Magisterial District Court on Sunday, Aug. 4, and he remains incarcerated in Lancaster County Prison in lieu of posting it.

His formal arraignment is scheduled for Friday, Sept. 12 at 9 a.m. in Courtroom A.

Prior Arrests and Pending Charges

Mizowa was previously arrested on Monday, July 7 in Ephrata after fleeing police during a traffic stop for reckless driving. He rammed a cruiser, showed signs of intoxication, and kicked a police officer while resisting arrest.

He faces the following charges in that case:

  • Felony Aggravated Assault on a Law Enforcement Officer.
  • Felony Fleeing or Attempting to Elude Police.
  • Misdemeanor DUI.
  • Misdemeanor Resisting Arrest.
  • Misdemeanor Accident Involving Attended Vehicle.
  • Summary Driving While Suspended.

A status conference is scheduled for Thursday, Oct. 2 in Courtroom 6 for those charges.

Mizowa is represented by Public Defender Joshua Caleb Lindsey, and the child endangerment case is being prosecuted by Assistant District Attorney Jessica Collo.
