Citrus Heights is moving forward with plans to redevelop Sunrise Mall, announcing a pre-condemnation appraisal of the property to determine its market value. While the city avoided using the phrase “eminent domain,” such appraisals are typically part of that process. City officials say the step supports the Sunrise Tomorrow plan, a 20-year vision adopted in 2021 to transform the mall into a vibrant community destination. Current mall owner Namdar Realty declined to comment on the city’s announcement.
