A Middletown man is accused of igniting a 2-acre fire in Lake County on Thursday before stealing a vehicle and leading authorities on a high-speed chase in Napa County, court records show.

William Ralph Harbour IV, 37, faces 14 felony counts in a complaint filed Monday by the Napa County District Attorney’s Office. The charges include kidnapping, carjacking, elder abuse, assaulting an officer, arson, and recklessly setting a fire of a structure or forest. Prosecutors also filed a special allegation that he committed arson during a state of emergency, which could increase his sentence if convicted.

He was referred to the Napa County Public Defender’s Office, and an attorney could not be reached for comment Tuesday.
