Anas Sarwar has rounded on the “noisy minority” of public officials who he says block progress for the country . ‌

The Scottish Labour leader named council chiefs who “throw out” planning applications and health bosses who cover up infection scandals as culprits . ‌

Sarwar made the claim on the same day he is due to make a keynote speech where he will make his pitch for Scottish Labour to be in Government in Edinburgh. ‌

His leadership has been marked by attacks on the SNP, but over the next few months he is expected to set out a Labour alternative.
