Plymouth’s £30m Armada Way regeneration has been described as a “loss leader” i n secret council minutes, with officials admitting the scheme is unlikely to make money but is intended to pave the way for future developments .Plymouth Live readers are concerned the spending will ultimately fall on council tax payers.
The project, already credited with sparking a city centre revival, was cited as the foundation for schemes such as the £49m Civic Centre revamp, also revealed to be loss-making.
A senior officer told the Plymouth Strategic Investment and Regeneration Board in August 2024: “The council is expecting to invest heavily in the Armada Way project, which is considered a ‘loss leader’ in order to provide the platform for future development like Civic (Centre) to take place.”
