As Hamilton's agricultural legacy and riches falter and its population stagnates, the local council says diversification of industry is the only way to ensure the town's future.
However, the proposition of spending money on a new gallery has angered some residents who see the council's insistence on moving the project forward as an indication that it is out of touch with the priorities of its residents.
