OTTER TAIL COUNTY, Minn. — A Shakopee man was arrested Saturday, Aug. 30, on suspicion of domestic assault by strangulation and second-degree assault, according to an Otter Tail County Sheriff’s Office news release.

Law enforcement received a 911 call at approximately 3:50 p.m. reporting that a man was attempting to drown family members on the northwest side of Otter Tail Lake, the release said.

Franklin Michael Dickinson, 42, of Shakopee, was arrested on several charges, including felony-level domestic assault by strangulation, second-degree assault with a deadly weapon and additional charges of domestic assault.
