CLEVELAND, Ohio — Eastbound lanes of the Shoreway were closed after a 36-inch water main broke late last week, shutting down a key route in and out of downtown Cleveland .
Barriers had initially been set up to guide drivers around the flooded area while crews worked on the line, but the entire eastbound section near the break was blocked off. Traffic began moving again Tuesday evening, but a repair strategy for the water main is still being determined.
Residents who live nearby say the closure has created gridlock and safety concerns.
“While we were driving down there, you’ve got three lanes — every single lane was jam-packed. People are getting irritated, cutting each other off, people are almost fighting,” said Graceson Grether, who lives in the area.
Grether said neighbors have se
