An unlicensed motorist charged in the deaths of two of his passengers in a crash on the New Jersey Turnpike has rejected a plea offer that would have sent him to prison for 20 years.
Cesar I. Martinez Andino , 20, of Hyattsville, Maryland, was driving more than 100 mph while using a cellphone when he nearly hit another vehicle before crashing on May 18 in Gloucester County, according to prosecutors.
Juan Carlos Munguia-Palma, 19, and a 14-year-old boy, both of Maryland, were killed in the wreck, police said.
The crash was recorded on cellphone video from inside the vehicle, according to investigators.
