AUSTIN, Texas — Two months after a devastating flood killed campers and counselors at Camp Mystic, Gov. Greg Abbott signed new legislation aimed at preventing similar tragedies.

The laws require youth camps to develop emergency plans for all types of disasters, not just floods. They also ban cabins in designated floodplains and mandate that cabins clearly display evacuation routes and include ladders to reach rooftops.

At least 26 campers and counselors died in the flood at Camp Mystic. Lawmakers and officials say the new measures are intended to improve safety and reduce risks for children attending camps across the state.
