COLUMBUS, Ohio — In anticipation of the Ohio legislature’s soon-to-begin congressional redistricting process, Democrats on Tuesday unveiled an initial proposal that would give their party an advantage in seven of 15 districts -- two more than they have now.
Their plan is very unlikely to pass, given the Republican leaders who control the redistricting process are looking to build on, not reduce, the 10 U.S. House seats they currently control in Ohio. The GOP is expected to approve a map that gives them a leg up in 12, or even 13, districts, amid a nationwide arms race to gerrymander districts that maximize each party’s congressional representation.
But the Democrats’ proposal offers further evidence that, while they might be open to some bargaining, they will be unwilling to supp
